  are still relatively new to government, industry, and academia. Their rela
 tive roles, responsibilities, authorities, and accountabilities vary from o
 rganization to organization. For states, the differences are equally pronou
 nced and varied. Some CDOs are charged with developing analytics to help ex
 ecutive leadership answer outstanding strategic questions. Others focus on 
 data governance and other foundational activities. Each panelist has newly 
 arrived at their position via different paths. They bring with them a wide 
 range of knowledge, skills, and abilities that will help them define their 
 organizations and roles across state government. There are, however, some s
 hared challenges:<br />\n&nbsp;\n\n
 Establishing foundational practices with a decentralized operating model\n
 Creating repeatable practices: 80:20 division of labor\n
 Delivering added value through enterprise analytics (e.g., fraud detection)
